To the anon that hosted a cytube, what is the tools involved? I'd like to host one myself to watch anime (anthro and non anthro) together

Cytube itself is not a streaming platform, it is a chatbox that you embed videos into. Of course that's still what you want as the end result, but you need to stream off site. 

Cytube itself can embed arbitrary videos so if you have an actual link to the video itself (like an mp4, or if it's on youtube) you can just plug that into a cytube playlist and it'll be synced for everyone watching in the chat. Alternatively, you can use a streaming provider (I used 8chan.tv since they allow you to stream anything) then you embed your 8chan.tv stream into cytube and people can watch the stream while chatting on cytube. This would involve you running something like obs on your computer and streaming that to 8chan.tv

Probably. I don't know of a better site right now, other sites like twitch and kick will ban you if you show movies. It's a pretty bleak landscape as far as streaming pirated content goes

Self hosting a rtmp server requires a lot of bandwidth since you're doing bitrate * number of potential viewers
